Together with Latvia, Lithuania, and Poland, Estonia prohibits Russian citizens from entering the country from the external border with a short-term Schengen visa. In Estonia, the entry ban will come into effect on September 19. At the latest, the restriction will also apply in Latvia, Lithuania, and Poland.
The restriction will not be valid for all Russian Federation citizens. Citizens of Russia to visit family members living in the Schengen area on a valid legal basis or a person with whom a common minor child is raised. As an exception, people, including dissidents, are also allowed into the country on humanitarian grounds. People who need to reach their home country via this route can pass through Estonia immediately as a transit. Exceptions also apply when crossing the border of Latvia, Lithuania, and Poland.
With the government's decision, the current restriction on entering Estonia in the so-called Russia and Belarus sanctions regulation is invalidated. New travel restrictions are established based on the State Border Act.
