At yesterday's session, the government approved amendments to the building code, the aim of which is to remove the red symbol from Estonian public spaces, including, for example, building facades.
The draft establishes a requirement that the publicly visible part of the building, as well as the publicly exhibited monument, sculpture, statue or other similar facility, must not be inciting hatred or support or justify the commission of an occupation regime, an act of aggression, genocide, a crime against humanity or a war crime.
Justice Minister Lea Danilson-Järg said that the bill creates a comprehensive legal framework, stipulating which buildings are prohibited, as well as supervision and dispute resolution arrangements.
If the municipality finds itself in trouble with the enforcement of the new requirements in its territory or does not take the necessary steps, the Ministry of Justice can intervene by imposing a fine or, in certain cases, taking the necessary steps to remove the monument itself.
