Upon adoption of the bill, in connection with the reform of the electricity market, the state company Eesti Energia will be obliged to sell electricity to Estonian household consumers and all electricity distributors as a universal service from October this year until April 30, 2026. It also lays down the basis for coordination of the production price of electricity purchased within the framework of the universal service.

The changes create an alternative to packages based on the stock market price and give the home consumer the opportunity to buy electricity off-exchange.

 

Home consumers who have previously signed an electricity contract can switch to a universal service without a contractual penalty for terminating the current contract, and the consumer can withdraw from the universal service at any time.

 

The price of the universal service will automatically apply to all home consumers who have not yet signed an electricity purchase contract and therefore consume electricity by stock market price.

 

The draft does not stipulate the price of the universal service, but establishes the principles of pricing. According to the plan, the price of new universal service will be revealed in mid-September.

 

The third reading and final vote of the bill will take place on Thursday, September 15.
