Utility bills can vary significantly depending on the season. Houses need to be heated from October until around March, and it can potentially double the utility bill, depending on the heating system and house condition. 

Utility bills usually includes electricity, gas (if used), water, and recycling. There can be other additional house costs. 

Electricity

Estonia has an open electricity market, meaning that every client can choose the best suitable option for them. The price of electricity comprises of electricity, network service, renewable energy support, and excise duty. Water

Water supply and waste-water services are provided by local water companies, and each home has a single supplier. If you rent a home, then you'll need to sign a contract with a service provider or agree with the owner about your payments.

Gas

Natural gas in Estonia is provided by Eesti Gaas: https://www.gaas.ee/en/ Each home has its own gas contract, and when renting a home you'll need to agree with the landlord whether you will sign a new contract in your name, or if the contract will remain under the landlord's name.

Garbage

Local governments organize garbage management in Estonia. While not everybody participates, more and more people are becoming educated about recycling, and many homes tend to exercise at least a basic level of waste recycling. Most apartment buildings have a selection of different waste containers, and recyclable waste can be taken to public containers. Usually, an apartment building has a garbage contract and tenants pay a monthly fee for it. 

Local governments have set up waste-collection stations for the delivery of separately-collected waste. These waste-collection stations are meant for the collection of waste that cannot be collected in household trash containers, such as old furniture, large-sized construction materials, or waste in need of special handling: electronics, tires, and hazardous waste.
